What is digital accessibility?
Accessible digital services are designed and developed so that everyone can use them. This includes people with physical or cognitive challenges, who should be able to navigate, understand the content and complete tasks. According to the Swedish Agency for Participation, as many as one-third of the population may live with a disability. These are potential customers you risk excluding if your digital services aren't accessible.
What the law says about web accessibility
Since 2019, the DOS Act (Act on Accessibility of Digital Public Services) has been in effect. This law requires public entities to ensure that their websites, apps, and digital documents are accessible to everyone. The accessibility requirements state that digital services must be:
- perceivable
- operable
- understandable
- robust.
Soon, these accessibility requirements will be expanded to cover more services. Starting in 2025, electronic communication services, e-commerce services, banking services and e-books will also be subject to the law.
Accessibility – a natural priority

- ensuring contrast values in design
- avoiding elements that may be difficult to read (e.g., text on moving backgrounds)
- ensuring large clickable areas on elements that users are expected to interact with
- selecting clear and easily readable typography
- using logical heading hierarchies for text content
- providing subtitles and audio descriptions for video content.
